How to stop the Chiller plant(District cooling) with the help of SCADA .

We need to stop the chiller plant when (TES) thermal energy storage tank is fully charged that is temperature of the water inside the tank reached up to 4.5 or below 4.5 degree Celsius in order to save the Energy.
Following are the steps :
1. stop the chiller by giving stop command remotely
2. stop the primary chilled water pump remotely
3. close the modulating valve by setting the setpoint 0% in order to close completely.
4. stop cooling tower fan by giving stop command remotely
5. stop the condenser water pump remotely
6. close the two motorized valve placed on the condenser header remotely.
