I am an employee of Culvers, At least in the locations I have worked we get the cheese curds pre battered when shipped in, but it's not a normal batter and it's not a bread-n-fry, It's a really thick batter, almost the consistency of mash potatoes that sticks to the cheese curds.
not sure if this information will help in the revision of the copycat, but I feel like it's important because it gives the breading/batter a very particular texture, and it's a tactic that a lot of fair stands use as well is a very very thick batter.
