You can actually spare monsters and stay on the Genocide Route, as long as it wasn’t a unique encounter like Snowdrake or Shyren.

the game goes based off murder level rather than LV, which is a hidden stat that is increased through specific events (ie killing all the ruins monsters, killing toriel, etc.) so while you can technically have LV 19 on a pacifist route, it wouldn't change much.
