They definitely have some that do that. most of the newer chargers these days have that option.

it can check your battery balance and voltage as well as balance you pack if needed. Also use it to drain my unused lipos to storage voltage by charging my cellphone or other usb devices.

If your battery pack is 8 cell or lower and has the required balance lead to plug in to this tester it should work fine. I know nothing about a segway battery unfortunately.
