Also, "irresponsible conduct" in particular is dangerously vague and open to abuse. I've heard of people with learning disabilities who have been locked up just for making decisions that others disagree with. It honestly comes across as if this wording is written to make services' lives easier by making them not have to take the person into account, not to respect the rights of and protect people with disabilities.
