Does the bank have to release the lien to the title to the dealership before the dealership can resell that vehicle? Also, what if it was salvaged title ( in missouri) are they aloud to resell a salvaged car? And then say it's $12,999...but TILA has it that you'd be paying almost $20,000 after interest...in a 72 month contract...?

Do a UCC 11 search on it from your state (google it) and put your name in the search and if it has no record, that title is yours, simply print out the results from the website and take it to the DMV for the MCO

if you have the bill of sale you have a security interest in the vehicle you can file a ucc1 study to show thyself approved

I had this same issue. I took my payoff letter to the dmv and they gave me a clean title! I live in georgia.
