    In California if the vehicle you want to purchase is "Out Of System", that means neither the Title or Registration even Exists in their data base. You can easy get the Title and Registration by bringing in the vehicle to DMV for verification. You need a frame and engine minimum

      Hey man so I have my dads classic car that hasn’t been registered since 1990 and no title. It has a vin clear as day on it and complete car. Do I just do the vin verification and they give me a title? Or do I need a “bill of sale” ?

      If you know it's in your dad's name you can do a lost title. If there's no one that can sign his name on the form you can do a "lien sale". I suggest going to a DMV service that you pay extra to get proper help with what needs done. Don't go to the DMV you'll spend a lot of time in lines

      That is good advice, we always recommend not buying any vehicle with no title. There is always a risk taht you can not get a title.

    I bought a truck from a guy that had gotten a bonded title. He had to own it for 3 years before he could get a real title. I bought it and the title is clean and clear.

    So I have a question I purchased a sequoia in 2020 or 2021 I had successfully applied for and received a Vermont plate and registration sticker that has now expired like a year or two ago. I am currently in California and would need them to mail my sticker to where I am at… am I able to renew the Vermont registration from where I am at so if I chose to move here I can just go to cali dmv and transfer the registration to the state of california…???? Or am I screwed in that regard? If so, do I have any other options to legally register my vehicle with expired Vermont registration?

    I wonder if my state “Arkansas” has this option. Being a car guy I end up buying cars from back yards or fields the guy never bothered to register or didn’t even bother to get the title when they bought it because they bought it for the motor or to build a race car or whatever.

    Pennsylvania makes you do a notification of intent on the title in local newspapers and legal notification. I just went through it here in Pennsylvania. Thanks for your information you are right on with your information.

    Very interesting my friend I hope it's available in my state I purchased a boat and the guy did everything you said. not giving me paperwork and now he's holding the paperwork ransom or extortion. He wants $500 more. I have a bill of sale indicating payment and also a video of him indicating all was well so I have no way of getting the title. I trusted him, which I should've never had done, I'm in California. Does this apply to the state? Please advise

    this may be an option, in bexar co Texas you can go to the county tax assessor/collector office and make an application for a title if the car is over 25yrs old, the last one i did was back in the 80s but i'm pretty sure its still the same. the application is tricky because you have to say on the paperwork that at some time in the car history you were the owner listed, the words do not say explicitly where you were listed so be cautious. don't swear to your name being in a particular place like the title, i had a bill of sale with my name as the buyer so i didn't make a false statement. the assessor looks the paperwork over and makes a decision usually within a couple weeks. i believe the intent of this process was normally for antique vehicles.

    So I inquired about this with the Boulder County Clerk (I'm in Colorado) and they replied "you will need to complete the bonding process for a vehicle over 25 years of age. The court order process is usually only done during divorces or property disputes."

      SOmetimes the court will not be aware. Many times, if you actually file the petition instead of just asking over the phone, they process it.

    The problem for alot of people buying cars from market place without a title is that they dont have a title or the title is liened so if you buy it your SOL unless you pay off the lien. Some states DMV will tell you if its liened or not. I have bought cars from Arkasas that had a clean title but when I brought it to Missouri, they found a lien on it.

    I did this in Pennsylvania for a motorcycle i bought, fairly easy process. Used the court order to title it in Maryland.

      What is your situation? If you bought a vehicle from a dealer in Missouri I found an attorney who will get a title for you at no charge to you. Other attorneys wanted $1,000 to get me a title. Let me know if you bought from a dealer and I will get the law firms name to you.

    If you live in California do not File your Petition without all the necessary documents and evidence, the court will File and move you're case along in a timely matter. Request the records from the DMV, and make attempts to notify the last Title owner, if no response put out a notice within a local paper that serves the area where the title owner and wait three weeks. Once that's done then it's a straight shot, File the Petition with all your documents/affidavits and you should be good.

      In California you can also file a "lien sale". The only person who can come get the car has to have the title and their Identification to get the car from you. I acquire vehicles sometimes through cleaning properties during sales. I tow the vehicle and store it. The "lien sale" is how I get the right to sell it, or I can register it into my own name. One time a title holder contacted me, but the value of the car wasn't worth him traveling cross country to get it.

    This does NOT work in NJ. The procedure in NJ is that its the person who is seeking a title own responsibility to hunt down and find, and convince that person, who likely either lost the title and sold it without one, or lost it due to abandonment or storage fees, to give you the rights to that vehicle. This often means that the person, if you find them, (and they will not assist you or give you their name, that's up to you to figure out), to then acquire or find the original title and sign it over to you. Only the titled owner can obtain a replacement title and that fee is the same as getting a new title when you buy a car in the first place. This can only be done in person with them showing proof of ownership and such at maybe a not so local Motor Vehicle Service office. (Since 2020, MVS offices specialize and operate only by appointment, for example, my local MVS does not do registration or titles, only driver's licenses and dealer transfers, I have to drive an hour each way to change a title or register a car). If you do happen to find the owner, which likely will take the services of a private investigator or title company, the chances of the original owner going through procedure and taking a day or two of their time to get a title only to sign it over to you, regardless of whether or not you or they are paying, is slim to none. The next step it so prove that the current titled owner refuses to sign over the vehicle, or that they cannot be found, (cannot be found means you spent significant amounts of money and time searching and can prove it with receipts and copies of news paper articles) you then apply for a court date and judgement, in which after months of searching, and either refusal, or simply not finding the former owner, you get to go before a judge, this can take another 6 to 12 months of waiting, in which case the judge will likely deny your request and tell you that since a title exists, its still the responsibility of the titled owner to transfer ownership and tell you to go back to that owner. In the event that the owner is dead, you are then told its the responsibility of their next of kin or legal heir. In which case you need to find out who that may be, and convince them to change over the title.
    In nearly every case I've dealt with the 'found' owner is pissed off having lost the vehicle, no matter what shape it may have been in, to either towing, storage, or abandonment. They generally suddenly gain interest in getting their vehicle back. I and many others have gone this route and have never gotten a title. Its a waste of time and money.
    From the state's perspective, they're protecting the owner and have no interest of reason to assist you, and likely do not want another vintage vehicle put back on the road.
    I've gone through this for several boats, motorcycles, cars, and trucks and so far I"m 0 for 18. I've talked to people at the state level, even spoke to a few judges personally and they basically tell me that the ONLY way to get a title is either have the original owner sign over a title or duplicate title they are responsible to get, or have their heir sign over the title.
    Then there's the case of owed storage from past years or possible bank leans on the vehicle that may again surface.
    It gets worse, If assuming you find, and convince a former who lost the title to actually go through the hassle of getting a new title, signing it over to you after what ever financial coaxing it may have taken, you now have a Duplicate title signed by the owner. IF the original title shows up, and it turns out that the owner didn't lose the title but actually sold it to someone who simply failed to change over the title, and that person in turn sells or gives the title to someone else after the fact to use elsewhere, the original title takes precedent and your whole transaction is not only null and void but illegal.
    This happened to a friend of mine, he bought a car out of a farm field with a bill of sale only at an auction It was in fair shape and he went the route of finding the last owner, who at the time was 86. That owner, after he carted him around and paid him $500, got him the lost title replacment and signed it over. The vehicle turned to have actually been sold with the original title by his son 22 years prior to someone who never changed over the title and just drove it as a farm vehicle for years with it changing hands several times over that period.
    The original 'buyer' finds the title, still signed by the original owner, and gives or sells the title to someone who then transfers ownership of the original title into their name and registers it to serve as a title for their vehicle, out of state, 2200 miles away.
    The vehicle by that time was fully restored, being driven in the original state having transferring the duplicate title around the same time that the person from another state was transferring over the NJ title there for another vehicle that was sold using that title.
    The duplicate title and all subsequent transactions were null and void and seen as fraud, the question, if someone fights it will be proving who committed fraud, in which case its legally the original owner who got a duplicate title for a vehicle that was already sold to someone else. Being that the man was dead, its up to a judge. In the end the result is either you have a vehicle with not title and no recourse, or you could end up with the owner of the actual title laying legal claim to the now restored vehicle at your expense.
    The latter is what happened, in the end my buddy lost the vehicle in which he put $35k into, plus all the title associated fees, only to lose it to an unknown claimant who was himself duped into buying a vehicle with the wrong title, but that didnt concern NJ courts, only that the vehicle belonged to the now titled owner since there was no one left to say or prove otherwise.
    DO NOT WASTE YOUR TIME, No title, its not your vehicle, if the seller does not have a title, make them get one, if they won't its likely not their car to sell.
    Worse yet, its still legal for an auction to sell a vehicle with no title but not legal for you to buy it. figure that one out, so in the end, the simple fact of you having the vehicle in your possession without a title is illegal and any fault lies with you not the seller, who may or may not be either alive or still in the state.
    There are still states with bill of sale registration procedures on older vehicles, you find that most 'Title companies' operate out of one of those states and are doing the very thing that people were doing in Vermont on a bulk scale. The normal cost for a title that way, which can still be superseded by the real title if it ever surfaces, is generally $1,000 plus a percentage of what ever the car is worth and there's a minimum value that must be put on the vehicle for them to proceed. In the end expect to pay upwards of $2k for the title. Those companies can also take your money, and if they find something 'wrong' or find that the title or VIN is registered in some other state, you lose your cash and get no title. A few will tell you this upfront.
    If you happen to live in a state that does not require titles on older vehicles then you likely have an easy path to getting a title, but most do not.
    I do know that abandoned boats are easier to deal with in PA, but only if the boat has not been registered in many years and has been in your possession , and you can prove it, for many years. Going the route of a court order is likely more trouble than its worth unless the vehicle is worth substantial money in which case it'll be scrutinized more so then some old farm truck. PA is particularly bad with trailers and trailer titles, all but refusing to issue home made or replacement titles leaving this up to various trailer manufacturers not PennDot. Been there done that too. I was told by the judge that I needed to take a trailer, which was on the property I bought, to an existing manufacturer, who didn't build it in the first place, and have them assign it a VIN number and certify it as safe. The trailer had a home made registration from MD which PA did not recognize as legal proof of ownership. The chances of a trailer manufacture issuing a title for an old rusty trailer that they didn't build it about nil and you will be wasting your time. Its why people in PA will pay for a rusted out old trailer to get the title and vin number so they can get tags for their trailer with no paperwork.
    Its not in the interest of any state to issue new titles, it makes them both liable if a real owner turns up and they would far prefer you simply buy a new vehicle or trailer in which they can collect more sales tax on

      I'm in Missouri and the limit to sue the bond holder is 5 years. Look into filing a Declatory Judgement. US Legal forms has a downloadable form for a nominal price.

    I live in Washington State and I purchased a 1989 Ford F 250. and the person that I bought it from had the title and it was signed. but I guess they lost it. and now they are jerking me around they won't answer my phone calls. and I need a title because I'm starting to experience issues with law enforcement.

      No I'm still in a holding pattern. because the moron that I bought the truck from doesn't seem to want to do anything about the issue. and the truck is a piece of shit and I'm fed up with working it. so I have changed plans. as soon as I can find something else to drive, I'm going to abandon this truck on the side of the road. and that will be it, I will loose $1500+ but the nightmare will be over.

    got a 74 pontiac lemans. i have the original title from the original owners who are both deceased. a conservator signed back of title. 2 guys who were brothers bought the car but didnt put it in their name. they were going to part it out but didn't. they tried to get title 6 years later and the courts gave them a had time and then sold car to me. pretty tough for me to get one now.

      No, lienholder information is considered private records, and can obly be requested from the DMV using a DPPA form. NMVTIS does not have this information.

      The titles to the cars that were destroyed will have serial numbers or vin numbers. Any custom car you build will have to have the same serial or vin number attached to it somehow - stamped or riveted to it.

    All we plebs get is a certificate of title (evidence of a title).
    Once we "Register" a vehicle, we give up ownership to the State and become the holder in due course.
    Registration with the state does give them the jurisdiction to intervene into ownership issues that could arrive, but frankly as I've learned about all this, it's not worth the loss of ownership that comes with Registration. My old cars will from now on have random year of make plates, insurance and a notarized bill of sale showing it was bought with lawful money and it is NOT getting registered.
    We've been duped for years into playing the get along game and in the process giving up our right of ownership. The actual titles to our homes and vehicles are sold on the bond market as part of the surety for the fiat money system we've been forced to live under post 1933.

      When it’s out of the federalized system like a grey market car. Grey market car vin won’t show up in a USA federal database even if it was federalized back in the 80’s as a grey market. If it’s a non classic (30 years or older) it may be even harder to get something made up

He never got the chance to fix it or even get a title for it , know it's Ben a week since he passed away, and now it's time for me to take over. What should I do? Where should I start?     I bought a car from a friend who bought it from a friend who sold it to him with only a bill of sale instead of getting it registered and a title, and Georgia said when the first guy didn't title it and sold it with a bill of sale only, it can't be titled anymore even if it's been registered by all except the guy who sold it to my friend. Confused. It's a 65 Belair.

      If the car has been registered in GA before, you can get a bonded title. It was a nice, easy process. Cost about $100 for the bond. Taxes and title was about $200.

      @@datdamndavisboy I looked up my VIN number and it says there was only 1 owner titled in 01 in my county (20k mile car) so I doubt it’s been out of Ohio I was thinking the next step is try and get a court order and try to explain to someone my situation and see if they can just make me a new title but I’m really not sure and don’t know where to go or who to talk to

    I have a vehicle that was paid for in 2008. I need a duplicate title. When we purchase and paid off the vehicle we were living in Virginia. When we were living in North Carolina for maybe five months, we registered the car there. We moved back to Virginia , then registered the vehicle there. Virginia DMV states they do not have the title, North Carolina has it. I rode to North Carolina, They state they do not have the title, Virginia has it. I am stuck. How can I get my title? it's my vehicle, I paid it off and all the information is in my name.

      . The original lien holder should have record of what state was sent the title when you paid off the vehicle.Get an official letter from each state that says they do not have the title. Then apply for a new title to the car in the state you live in using the lienholder statement.

    California has a proper “ Bill of Sale form” if the current individual will not fill that out with you it’s probably a bad deal. I napkin or a pice of paper is not a Bill of sale at all. I filled out the California Bill of sale with the last owner and I was out of the DMV in 20min. New title came in the mail 2 weeks. You will have to pay back fees and the tax on the purchase price🏁

    Nothing wrong with a bonded title if the car isnt stolen there won't be any issues. Also becomes a clean title after 3-5 years

    I have nothing but a title and the car. Its extremely outdated and the person who sold me the car was not the person on the Title nor did he smog or register the car before selling it. Also the check engine light came on as I was driving away.
    I live in California and so I wanted to build up a case off of him not signing the title or giving me all the complete paperwork.
    I went to the DMV to inform them and potentially see what my next steps were for filing a lawsuit because so many videos and google searches not only said that I couldn’t register the car but that it was also illegal for him to sell the car not being the owner.
    The DMV person didn’t even flinch when I told her my situation and already started handing me random paperwork so I could register it in my name. I even asked if it was illegal for him to do this and she said no and looked at me like I was stupid.
    I decided to leave because the way she made it sound was I could literally sell this car without registering to someone else and it’ll be their problem. I’m not going to do that though I just need time to get it repaired in order to register. And then I’m going to sell it. But I was just wondering if what the DMV person said was true? Is tittle skipping a hoax or should I go to a different dmv? Im at a loss.

    Ownership rights ARE natural rights lol DMV has zippo todo with it unless you do business with dmv and doing public service using your car. A public purpose car is like a Taxi, uber, mass transit, ferry, coaches as serviced to the public. Did you read blacks law dictionary of definition of driver?

      The system doesn’t care about any of that. Being a sovereign is a voluntary one way opt out that the other contracting party doesn’t recognize and will enforce non compliance no matter what you say. These arguments will only work if both parties believe it.

    I don’t know why the DMV’s when somebody walks in to the DMV and today I got a vehicle I want to see if I can get a title they got a read on the screen who in the hell owns that title why don’t they send a letter to them or give them a call on the phone the laws are stupid they know who owns a vehicle and they should have the right to call the owner and say hey look at there’s somebody here with your saying they own your vehicle what are we supposed to do?
