Everyone in this movie is either an actor or a famous person paid to be in the film, including those "gangstas." They were nice to Sacha Baron Cohen's character, Borat, because that's how the script for the movie was written.
Note: This isn't to say there aren't gangsters in the real world who will generally be nice to people unless you make them mad or are from a rival gang. This is simply saying that those black men in this film are actors following a script and not actual gangsters.

Like the two whackjob conspiracy theorists from the second movie, they were good people at heart despite their flaws.
Damn this 2 minute clip has more humour than most modern comedies have in the whole movie.
