It's Sew Easy TV Episode 1902-2 - Sewing the Wrap Dress Part 2. Here is show two way so make a wrap closure. One option is to have a slit in the side seam and wrap the strap through the opening. Another option is to tie inside the dress and have a partial wrap on the outside.
