Tanga is very small off course
There's no Zanzibar city in Tanzania. Zanzibar is a country and it capital city called Unguja.
No Zanzibar is not a country but a part of Tanzania which has its own government
Mjini Magharibi is Capita city of Zanzibar and not Unguja
Try to understand the logic before you go straight to the answer.
what you need to know is that His analysis based on majority of population that's why he named Zanzibar as a city and not a country (or an achiepelago)
That's why the region or the city like Arusha fall to number 5 but in reality Arusha city dominates number 3 behind Mwanza and Dar
Tanga is a city but did not appear as well but Morogoro which is not a city appeared simply because his analysis based on concentration of a population.
Morogoro has higher number of population than Tanga's.

Pemba island also is the same is composed of several regions just two regions.

It might still be a city deep inside of your heart, if not officially recognized by authorities because it has everything to be perceived as a city
