- Local governments in Nigeria are supposed to be closest to the people - their constitutional functions include, among other things, the maintenance of roads, lighting, parks, markets, open spaces - and even security. They are also expected to redistribute wealth and management resources at the grassroots level. But the local government system has often been abused and neglected by the states - and the result is that its impact is not felt by the people. So now, there are growing calls for local governments to play a bigger role at the grassroots level...
