Bernard had the most difficult part to play. He had to sit quietly, listen and watch as Hacker and Sir Humphrey verbally jousted, then deliver the punchline.

The first time I saw this series I also thought that Bernard is "lesser" of the three but now I see him as the pure one, the common man, the moral man. It is also noted that bernard character is essential as both humphrey and minister confide with him thus we know whats going to happen in advance. Of course brilliant portrayal by Derek Fowlds ( RIP ).

Humphrey sees everything as a chess match. It's an entertaining point about his character. A good leader can see that and make sure they put themselves in situations to 'lose' to him, while obtaining their own goals. An entertaining character.
