Some may not agree with me but Bernard was the soul of these legendary TV series.
I totally agree, Hacker is a politician and Sir Appleby is the consummate civil servant. They obviously don't have souls!
Humphrey was the self serving pragmatist that was actually right a lot of the time. Hacker was the self serving idealist who's ideas often sound good but he hasn't thought through the logistics and implications of his ideas. He slowly becomes more pragmatic, especially when he becomes prime minister. Bernard is somewhere in between that can be self serving but usually the most moral of the three.

I do wish they would make a rip-off of this series in Germany. The civil service here enjoys a similar role as the English one, and the politicians are, although not quite as clueless, also way behind the bureaucrats in their game! This would really be great for the German Bundestag!! Although the Germans haven’t quite got the English taste for laughing at themselves, they are very good at laughing at each other!
Not so sure if this series degree of satire will carried to that German adaptation, especially under now days political situation.

Scholz sitting in the corner and only making abstract meaningless comments that nobody really understands. Lindner sitting in the next corner with folded arms saying “There’s no money” to everyone’s suggestions, and Habeck changing his plans every 10 minutes for more and more environmentally friendly projects. At every turn the bureaucrats are saying which of our hundred thousand laws are being compromised. I mean the whole situation is just comical! Why should it be only “Heute Show”? Some allegory would make a nice change from all the stand-up comics.
Bernard advises Sir Humphrey to cover his rear, and he promptly throws Sir Frank under the bus! :)
My flatmate and I - both public service employees who had to deal with the Permanent Head and Minister etc - just loved watching this real life series

As Humphrey once told Bernard, governments come and go. The Civil Service will always remain.
Always a classic but you can tell Nigel got to up his game when he's says "VERY good questions" - but then nearly every episode of both series was a classic.
The world of politics clearly NEVER changes.
