Ok, this side of the clock was certainly made for functional purposes. I assume that this could be the remain of a double-dial clock. I've seen a type of movement which looked similarly to this one, but the other motion work from the rear plate was geared with the center wheel, and not the barrel and it still doesn't explain the use of the extra wheel for the hour wheel. Also, the missing bits could have gone in the compartiments from underneath. This is my assumption. It's a great clock nonetheless :)

Or perhaps the movement came off some time switch and somebody simply put in a normal case.
We may never know the whole story!
