How do you know it was broken by overloading it? Could well be a fatigue failure. Repair it, unknown shaft properties, with a piece of unknown bar, welded with general purpose welding rods, spines rough machined and a poor fit. No heat treatment either. What could possibly go wrong?
Common mistakes while welding job is not connecting earthing directly on the job, in this case current must be flowing through spindle bearings. Also not sure about the electrodes used, common E6013 is not suitable for carbon/ alloy steel . Best electrode is CGS 680, which is very expensive. Alternative is CP EM 021 or atleast E7018 is to be used.

Не заблуждался! Вот вам как пример. У меня трактор по куном. Бывает такое что ломает цапфу. Так вот, по их методике мы отремонтировали ломаную цапфу, которая уже третий год служит.

the chances are if they found a second hand part it would have been welded already ,and as you say the electrodes they should use are to expensive
