This shouldn't be an issue. Ask the citizen question. Require proof of citizenship to register to vote. It's not outlandish. It's what the framers meant.

I've done the census work. All the people MUST answer is how many people live in the household. All other questions are optional.

It's about using illegals for apportionment purposes, where areas with higher populations (of ALL people, not just citizens) get a larger share of seats in the House of Representatives. Republicans are arguing that counting non-citizens for apportionment isnt fair to US citizens, because the elected representatives will have to split their obligation to advance the interests of citizens with the obligation to advance the interests of illegal aliens -- even if those interests conflict.
And illegals can vote in local elections in various cities across the country, including NY, ME, CA, and VT.

The provision of "persons" was written when we became a country and all people were announced American. The dems had no problem turning around saying bl*cks were 2/3 a person to not let them vote but count them in districting. Immigration today is very different, that's why we have things such as work and student visas and permits.
