I have weird flickering on metal fences and people with Overdrive ON.
RTX 3080.

assuming your drivers are up to date and you are using dlls, i had the same problem on my 4080 rtx.
change settings in nvidia control panel, go to manage 3d settings,
.turn ambient occlusion off
.turn anisotropic filtering to 16x
.antialiasing - transparency off
.low latency mode on
.mfaa on
hopefully this helps if not you can always restore default nvidia settings

It's been almost three years and this update just came out, and it runs terribly on most hardware. Nobody is missing out.
