As someone who produces simulation models of automobiles, the whole "They filmed everything except that exact part you want" thing resonates profoundly with me. People have an incredible talent for not scanning or not pointing their camera at that one page or monitor that has the exact data you want; and if they do it's unreadable.
I don't think most people will understand that feeling you get when the piece of information you want is so close, yet so far.
It's doubly worse when you're pretty sure what it is, but you can't get a hard confirmation that seals the deal.
I love people who are passionate about one incredibly niche detail like this. Hope you get your answer someday!
I have to agree with you that scene of Usagi and Sailor Moon in the reflection is one of the best single frames in the entire 90's anime.
The rabbit hole you fell into while looking for the story boarder is certainly complicated as I thought that it was done by Ikuko Itoh myself. Honestly it's the type of subject that I'm surprised the likes of Tuxedo Unmasked hasn't taken up as that site usually thrives off these obscure deep dives.
Hey everyone, current update on where this mystery led after this video! Our best lead is from an extremely old site you can see here:

The very last line indicates that Harume Kosaka (小坂春女) boarded this opening. Unfortunately, the trail has run dry as Kosaka hasn't answered my attempts to contact her. Any attempt to verify the information in the website has also met with a no go, likely because of the age of the site.

Sailor Moon’s opening will always have a special place in my heart. It’s what made me interested in magical girls beyond just watching what was on tv.
I remember being a young tween on youtube, and watching a SM henshin compilation set to the tune of Uranus and Neptune’s theme. And watching the very first opening. I was mesmerized, this show seemed so dark and mysterious compared to the only other magical girl anime I knew at the time (Tokyo Mew Mew). I’d never heard about Sailor Moon before.
The thing that always struck me most about the R openings is the title screen itself really feeling like an homage to the Iconic Donner Superman Credits. And then Crustal Tokyo in the 90s Anime also has a similar vibe to Donner's Krypton.
An interesting candidate would be the director of the first episode R who also directed the finale of the Doom Tree Saga, who like Sato left the show after the Doom Tree Saga ended.

I do not have the answer to your question, however I happen to live in Japan and did go to the museum about 3 times. There was no hint about the director/storyboarder of the second opening as far as I can remember and my photos tell me. So this point is represented accurately in your video.
Knowing that someone out there does care about these things, I will gladly check out if I can find any information going to vintage anime stores in the future.
Also, if you you're trying to get any old merch, nowdays ppl here use Mercari rather than yahoo auction.

I would look into maybe reaching out to Kazuko Tadano or Hiromi Matsushita. The art style in SMR OP1 looks similar to theirs (Hiromi Matsushita is also married to Kazuko Tadano). Shinya Hasegawa is another lead I’d look into.
I don't know if I can get you the answer, but I can probably eliminate a few possibilities. (That's me in blue at the end of the video)

I’ve always thought of the first opening of Sailor Moon R as one of the series’ weakest right next to Sailor Stars… 🤷🏻♂️ The second one is far superior IMO.

Ah, didn't make the video, but yes. I did check all the scans from any relevant art book that was listed there. Unfortunately, there's no leads on the page you linked or any other that I could find.
