Is the bank fault for not notified him of suspicious activity , some bank will contact you if certain money amount or transaction in a day. But it is also his fault for not checking his bank statements, it take few second just to look at it. When he put his money in a bank the disposted slip does tell you how much money you have, so I have no idea what he's talking about when he said it doesn't. He was a just naive person and will learn from this experience that's all you can do. I feel sorry he lost all his money he worked for but like I said it was both of there fault. Time to switch bank.
A deposit slip is essentially a receipt of how much money you deposited in the transaction. It doesn't list the balance in the account. Every time I deposit money into my account at the bank, the teller always asks me if I would like an updated balance of the account. If they don't ask, I ask to be provided with one

Atleast cover the 23k... it states in their bank policy they cover 250 grand limit on checking and savings account...
