Something worth considering about naval and maritime ideas is that they allow you to confirm thassalocracy and obtain trade protectorates which are really strong. Honestly if you aren't planning to do a world conquest pre 1600 it is worth considering. The massive economic boost that the trade protectorate gives you can allow you go over your force limit and get a early military hegemon before age of absolutism. And the nice part is that once you confirm thassalocracy you can change naval for a different idea.

It's easy to say "hey this has nice benefits", but it's much harder to say "drop these two well-respected, really good idea groups to fit in Maritime and Naval" if we're talking either world conquest or multiplayer. I don't see that case, except maybe if you're England in MP and you have a serious naval rival.
But if you play casual, sure, go ahead and have fun.

I believe that espionage is potentially even better, if you also have divine ideas. That policy that gives double contribution of cannons to siege means that you need half as many troops sieging a province to get max siege bonus. In late game that could mean -40K troops instead of 80K for example. Considering the sheer amount of high level forts in late game, this I find is a game changer.

You can stack Reform progress so quick and then eventually switch to monarchy around 1550-1650 with all Reforms unlocked. Bugetmonk's Ragusa to Rome One tag did this. Also for the casual player, It makes managing estates way more Easily.

I have over 3,000 hours in the game and have recently discovered Maritime Ideas can be very powerful in certain games. Venice has a mission which gives you +25% marines, and the idea group also gives you the same. So if your force limit is 40, you can recruit up to 20 marines. Might not sound like a big deal (after all, they receive -10% shock damage) but they land on enemy shores VERY quickly - highly useful if you're fighting the Ottomans, where trapping their stacks across various straits is crucial. Also, marines replenish using SAILORS. If you have lots of coastal provinces in states - which Venice does - this almost doubles your effective manpower.

I think that infrastructure ideas is a bit underrated for doing a world conquest. I recently finished an Angevin Kingdom One Tag/One faith in 1720 and found infrastructure ideas to be really nice for helping to establish a strong base so I could blob as fast as possible once absolutism hit in the 1600s. Lower construction costs meant more workshops and training fields and soldiers households so I never felt like I was low on manpower or money once I started going for all out war and lower governing cost means more states to extract more out of my nation. Plus with offensive ideas you get a really nice policy that gives +2 artillery levels available vs. forts which really nice when you're staring down an HRE filled with a bunch of OPM's with defensive ideas that have level 5,6 or 7 forts. I honestly think it could go high C tier or even low B tier its def not necessary but I was surprised how good it felt.

One of my favorite playthroughs to do in EU4 is an exodus to the new world. For that, exploration infrastructure is absolutely insane with +1 colony dev boost policy. Along with the golden age bonus, thats at least 9 development per colony for quite a few years, and a minimum of 6 after age or discovery ends. I highly reccomend this type of campaign as Ternate for the starting cloves income and the extra colonist from missions.

I think the problem with Naval ideas is that there is just so few times where I think they are objectively the right pick. In all my 1500 hours of play, i've only ever once found myself in a position where I wish I had them.
When I was playing Anbennar as Blademarches and expanded into Ebonthil, had a navy and was fighting the League war on the opposite side as all the naval powers.
I was at two times my naval forcelimit, had everything I needed for an elite navy but there was just so many I couldn't sink them all. I was exchanging at a 2-1 ratio, but I needed more of a 4/5-1 ratio to keep my coasts safe.
And Maritime only ever felt right for island hopping nations like the Indonesian nations or England as their 5/6 idea group.

I've more recently liked taking expansion instead of exploration when colonizing since they added the ability to get free explorers from the "grant new world charters" privilege (only requires a colonist from any source). You do miss out on 50% range and the ability to spawn the colonialism institution, but I think having more and faster colonies, as well as the other bonuses like the diplomat, territory autonomy, and the envoy travel time (very nice qol) make expansion a lot better of a choice. Out of the diplo groups, I'd want to take diplo, espionage, influence, and maybe even court before I'd consider taking exploration, and by then it's the end of the game and everything is colonized. I see the validity of needing it to get conquistadors to get those last few provinces for a timed wc, but you really only need the first idea for that, rather than the whole group.

In defense of Expansion Ideas, I really don't consider "the gameplay mechanic semi-locked behind it isn't necessary" to be all that good a criticism for casual play. Like sure you could just declare war and conquer other nations' colonies, but at least for me when I'm playing colonial it's because I want to play with the colonists mechanic and possibly even avoid extra wars altogether. Just taking someone else's colony is a fundamentally different gameplay experience in my opinion (more akin to other forms of military blobbing), so I'd consider Expansion to be more in the vein of "gameplay style specific" or situational, again at least for casual play.

  • @boulderfrogboulderfrog6512

I think there are some interesting things that court has going for it. The biggest one I think is probably reform progress stacking, where for example if you start as a republic and take plutocratic and court, you get your reform progress from republican tradition, you get the flat reform progress from pluto, and you get a combined 45% from court + plutocratic, which can allow you to really skyrocket your government reforms, especially if you're in a start in which expanding isn't super easy and you might want to be going tall-ish with low autonomy anyways.
Separately to that, I do think it also provides some interesting potential for blobbing, where say if you're a unique religion like orthodox, or ibadi, or something else, where you'd probably be going religious anyways, you get a flat 5% WS cost from policies, while also giving you ccr with admin, which you'll probably also be getting if you're going wide.

'Palace of Splendor' gives 1% Prestige Decay instead of Monthly Splendor
Bonus idea would be 50-100% more rewards from Estate Interaction. So for ex. Nobility mission giving 1 free manpower point as reward would now 2 free manpower in province.

Most people say the set with the eco ideas is much better but I never understood why. Yeah better eco buffs (trade efficiency, early tax, interest per annum) but the total goods produced stays the same. What do you think? I always thought Offensive was the best Mil Idea for a world conquest such that I'd consider it a mid A tier, primarily because of the siege ability.
And THEN, given that I'm almost always taking Offensive, I think either one of Infrastructure or Trade ideas gets value for the Movement Speed related policies. Movement speed feels like a really rare modifier to get, and moving those armies around becomes a lot more tolerable in the late game when your country starts to sprawl out everywhere.
I'd probably only ever take 1 of Infrastructure or Trade since there are so many other more important ideas, but I'd bump each of those up to a mid and low C tier respectively thanks to that Movement Speed policy.

About dynastic ideas, in policies with offensives it gives +10% moral damage (and +25% power projection to insults, which is fine as a random bonus), to what extent is it good?
With Quantity it gives a -10% cost to the infantry and a -15% cost to the artillery, correct me if I'm wrong, but that also affected its maintenance, right?
With Aristocrats you have +15% total manpower and +10% loyalty balance with nobility, it is interesting because Aristocrats have many policies to achieve more maximum manpower, as with the colonial policy.
Finally, the policy with Innovativas is essential if you want to get the "Die Please Die" achievement, since they give you +25% lifespawn to your rulers (as well as you do not lose stability when changing rulers), it is useful for the achievement because you have to make your king reach the age of 70 with only 1 or 0 stat points, that is, the most you can have is a 0/0/1 or something like that, but it is also excellent when you have incredible rulers, such as Mehmet II or various event rulers, such as Ivan the Terrible

From watching to someone i call "casual world conquest dude" there is argument to be made for Quantity to be higher tier in casual and world conquest and that's because of 33% land limit.
Having bigger army means effectively less coalition, more option for ally and more loyal vassal. It also helps win war because you have more troops to siege down the enemy and intimidate the ai to not attacking your besieging troops. And finally 33% up is a strong buff if you want to rush military hegemony.
Also helps they synergize with Economy and Trade, which mean more money to build military building which then stacked with Quantity buff. Suddenly any faction could roleplay as Russia. :v
