For me as I said in my videos, Holy Spirit is a still soft voice that is very clear what the meaning of.

I would love to have you baptize me but I'm all the way up in Maine and I'm still in the clean vs unclean camp , I haven't gone vegetarian yet

The inner dialogue could sometimes be the Holy Spirit bringing things up. But I also think it's remnants from early childhood and what we (as children) think our parents or caregivers would say about things. The "inner critic" that would berate you for a mistake would be from that sort of thing. Though God doesn't wish us to do some things, He's not going to berate us (that's a "satan" thing). But when we know deep down the right thing to do and hear that going against excuses that's probably the Holy Spirit making His will known.
