I've created a PC that's a Cloud Giant (Firbolg Tempest Cleric fits the best) who lost his size and castle in a gambling game against a Smiling One friend. According to the Ordning, he's at the absolute rock bottom and has to climb back to power and eventually beat his buddy in a rematch.
Nothing dark, evil or cruel in this PC. Just fun
I can imagine ancient Liches and Fiends frequently gambling with Cloud Giants. Like, imagine the party has come across this kinda more Neutral leaning NE Lich saying "You ever play Blackjack with a Cloud Giant? They bet big and can't see a cheat with a magnifying glass and map." I now also picture CGs as absolutely awful at gambling, but extremely enthusiastic.
This is a none violent fueding, they do this because they see fighting and slaying fellow cgs as a big taboo.
And they are very adherant to their ordening, Will even stats that stealing, theft. Not very mog. Their faiths and cultures wouldn't abide such trickery, the smiling ones would however
And this is very serious, they could have their only home on the line. Wagered all their magical items, items made for their great-great-great-great grandfather by a famous firegiant. From their original home in Austoria.
And if they loose all their belongings and homes, they would be expelled into the world.. And that is something dangerous

Greetings, milords. Although I am nit worthy in the slightest, I write to you once again. I'm currently being held in custody. The city guard plans to release me soon. They know it was a fit of insanity.I slaughtered that poor woman, frazurbluu grasped my mind tightly.
I thought she was a cultist, and I struck her down in front of her little girl, who I left as an orphan that day. I do not deserve to be set free from this cell, I should be stripped of my status as a paladin, and the key to my cell thrown away...no.
What am I thinking? I have said it before and I shall say it again, and this time I shall take it to heart even greater than ever before! I am a paladin of the lords of knowledge and laughter! I shall not let despair take hold of my heart! I will walk the road of redemption and atone for my weakness! I'll protect these lands and their people so no others fall to frazurbluus influence as I did! One day I'll bring down those damnable demonlords starting with him, yeenoghu, and juiblex! And I shall prove myself worthy in the eyes of the good lords of knowledge and laughter!

Also gosh darn it will! When you guys were talking about the cloud giants throwing jewels or gilded rocks, right before you started saying that I was literally about to come down into the comments to say "what if they throw fancy rocks?" But you beat to it. Great minds think alike.
Cloud giants on one hand don't seem like very bad rulers, I mean asking for tribute basically seems the same as being taxed normally. However on the other hand it feels like paying the mafia for "protection". So I'm not sure how to feel.
Brian I'm afraid I have to disagree with you, treasure is clearly meant to be hoarded and stored away, not flaunted willy nilly like a cloud giant. I mean seriously, how else are you supposed to sleep on giant piles of money if you don't hoard it! What says "hey I'm rich!" better than sleeping on big piles of money...I'm starting to wonder if I should have just been born as a dragon instead of a human.

I see the Cloud Giants being good buddies with Genies, especially Djnn and maybe Dao. Both races define themselves by their wealth, possessions and status (and the display of it) and they have similar mindsets to the lower races they often rule over. I definitely can see a Cloud Giant having a poker night with a Djinn in their flying tower.
Cloud giants are also Clout Giants and i live for it.

I'm trying to write my character where he has a magical golden mug crafted by fire giant technology that saps all warmth of any liquid that's poured into it. Everything but the handle gets hot as hell, and if he doesn't drink whatever is in it it fast enough, it freezes.

I'm pretty sure Netheril wasn't just a city, it was an empire with a great many floating cities. They were super human-supremacist too, so they might have done that just to piss off the cloud giants. "Hey, Imma turn your mountaintop into my OWN floating stuff."
I can't wait to cleverly cloak all my cold cadavers when I play a necromancer next game!

Regarding what was discussed around the 18 minute mark I think about having a setting ruled by monsters, in the campaign I run I have it so the really powerful intelligent monsters in the monster manual often do rule territories where they live. It is pretty fun, and makes for a very varied and colorful world where two nations can end up widely different despite being similar in terrain and resources due to what is ruling them. Also encourages players to work with rulers and makes choosing what lord or king to serve or what side to pick in a conflict much more important and intense.
There is an empire that is ruled by a senate of dragons that was sort of formed as an experiment by a legendary by dragon a few millennia back. It was previously ruled by said dragon, but while he was great, after he died his kid couldn't really live up to his legacy (and ended up becoming evil because of this) and ended up starting a war with pretty much everyone else on the continent which resulted in a lot of dragons dying and the empire losing a good chunk of territory. Now the empire is on the decline and when it falls apart the remaining dragons ruling it will likely either return to their old ways or continue ruling their given territories independently.
There is a kingdom ruled by an upperclass of giants, with the royal family being storm giants (and the king being a quintessent), with cloud giant lords and stone giant artisans (the other types of giants are absent for geographical reasons). This kingdom was founded on the land that saw the most fighting during the dragon war mentioned above and was set up by these giants specifically so that they could keep an eye on the dragons and could quickly respond to any signs of aggression. However, after centuries of the dragons not declaring war again, the current king has begun to get ambitions of creating a true kingdom of all the true giants (something that, in my setting, has never been formed successfully).
There are two nations that are theocracies, where theoretically there are mortal rulers in the form of head priests, but there are angels who directly participate in the running of these empires so in actuality they are nations run by angels. One is more the typically lawful good fantasy kingdom, with their biggest issue (besides monsters and the other less good nations they are surrounded by) being the sort of holier than thou mentality that is present throughout it. The other is full on police state meets spanish inquisition and is not a fun place to be.
One nation is a magocracy, ruled by a parliament of the most accomplished wizards, bards, artificers and so forth, with some of those in power being things like a blue dragon, a rakshasa, a lich, etc. One of the more diverse nations, and the most magically and technologically advanced, but also the most "evil" as it were, which is to say its culture is very cutthroat, cities are often run, at least in part, by powerful criminal enterprises which are often led by the very people that rule the nation, and there is a lot of devil worship going on there.
The kingdom that is least influenced by such powerful beings is still ruled, in part, by a council of undead, as past rulers advise the current ruler as ghosts. It is kind of the Not!Scandinavia of the world, though at this time aren't doing the whole raid and illage thing and are more akin to the Normans. The goddess they worship also sends angels (valkyries) that directly interact with the mortal world, but in this case they are more akin to adventurers than rulers (and in many cases they were previously adventurers who got the goddess' favor and became angels after death).
...actually, I lied. The place least influenced by such beings is an empire of monstrous humanoids, with most of the population being goblinoids and orcs. It was previously a number of "evil aligned" nations that ended up having to ally together against a series of big threats (including attempted subjugation by a lich, an ancient red dragon, and an ancient dracolich), and ended up unifying mostly peacefully after these conflicts. Since then they have gone through a big period of cultural upheaval caused by their changed situations, with the various component races in some way helping to solve the problems the other races were facing, resulting in a more "neutral aligned" empire. This all happened over the course of several centuries, mind you. The horde, as it were, didn't change overnight, there are still groups that resist this change and want a return to their old ways, and other nations, especially those ruled by longer lived creatures, still see these creatures as being default evil.
The smiling one transformation is actually better than the Druid Wildshape. They keep their giant strength even if they take the shape of a halfling. So a halfling is just walking around lifting boulders.

I think all Cloud Giants have the magical skill and knowledge to be a Smiling One, but their personality and adherence to their societal norms keeps them from doing it. Once they give away all pretense of being civil, they are more willing to utilize their already sufficient magical skill to do darker things.
I'm sorry, but when said he imagined a male and female Smiling One pair, I just thought of them approaching the party and saying "Hey, we saw you from across the clouds and really liked your vibe" 🤣

I remember something about cloud giants who lost all there wealth and have to go bqck to go raiding, till they reach a state of wealth again.
Why do they have pointed teeth? That's always freaked me out. This mass of mist in a field of giant pumpkins morphing into gaudy blue giant with pointed teeth is the stuff nightmares.

Naw, Neutral isn't super into yourself, it's a balance between being selfless and selfish. Chaotic is super into the individual.
It would be cool if giants were playable. Yet a giant themed campaign would need to be restricted to giants only if giants are playable.
