If you think about it, Cell was fighting for his life the entire arc. Ususally the villains just steamroller the arc until the end, but Cell constantly had to get his ass beat, to get his run back, to then get smacked by the next guy, repeat.

I watched this arc on cartoon network as the episodes were airing new, I was screaming with every fiber of my being for vegeta to end the fight, but sadly I knew it wouldn't end there... I wanted vegeta to win so bad, I've rooted for him since the beginning, but the powers that be will never let vegeta win. He will always play second to goku. Not even him giving his own life against buu would be enough.
Yes, unfortunately the best writing and character development for dragon ball ended after Freza saga. If you want better character development it's best to try other manga/anime

Btw, cool fact - potara only exists cos Fusion Reborn came out while the buu saga was being developed. Toriyama was commissioned to create a fusion of goku/vegeta that would exclusively be used for the movie.
Originally, gogeta written was to face super buu in the manga, but because Gogeta could only be used for Fusion Reborn, Toriyama had to create Vegito to get around this. That's also why potara is introduced right before its used - the fusion dance was set up earlier so that goku and vegeta would use it for the big bad.

Vegeta definitely overwhelmed semi perfect Cell, which is impressive considering not so long ago, Vegeta was defeated by Android 18, who was far weaker than semi perfect Cell. Even Android 18 could realize that she wouldn't stand a chance against Super Vegeta. Vegeta could have ended the threat of Cell before he even reached his perfect form, but Vegeta had to toy with his opponent and give Cell enough time to formulate a plan to defeat Vegeta. Cell may have been weaker than Vegeta at that time, but he knew Vegeta well enough to exploit his pride and ego to his advantage.
