    I'm surprised there was no consensus about uncaping the House or to address gerrymandering.

    “A lot of people….” Phrases such as this should raise eyebrows. Who are these people? University professors? As a general rule, they are smug (see the first part of this video where they are stroking each other’s egos), yet when it comes to the actual operations of government, are often clueless wonders.
    As for the standard of “what the vast majority of the population wants,” that’s why states like Florida have adopted a series of terrible constitutional amendments that sounded good to the average Joe.
