You can put in new bearings,i installed SKF bearings in my motor and its very quiet now,you're right about tuning mine puts out 30ppm after tweaking it and opened it up after 3 years and was amazed how clean it was.

Check the transistor on the mainboard has gone bad as that's part of the speed controller for the fan, the relay is for the glow plug.
