Fun Fact: the Spanish Flag actually is a "Union Jack" because the coat of arms that is in the flag is a combination of the Kingdoms of Castille, Aragon/Catalonia/Valencia, Navarra and Leon
And the Kingdom of Granada represented by the pomegranate at the bottom of the shield.
But its a very ugly flag still

When the Union Jack was formed, Wales was considered just a part of England and not its own separate entity, hence why it is not represented

Actually the flag of Spain does have the flag of Castile, Leon and Aragon. They are on the shield of the flag. In addition, the first flag of Spain was a mixture of the flags of Castile, León, Aragón and the two Sicilies (the one that is in Europa Universalis IV).
