    Is it inappropriate to work on this on high school students

      It’s possible a HS student may lack phonemic awareness. You’ll want to incorporate PA instruction with phonics (if that’s what the student needs) during reading and spelling tasks. You can also use letter tiles for manipulation tasks (word chaining).
