I think it's probably mainly due to the fact that in prison there's a big difference in the mix of races and sexualities (only speaking from the videos I've seen, never been inside myself). This would mean that it's more of a big thing inside that out, so it's still changing to try and let people see that they aren't actually against it it's just that inside you instantly get associated and that can make you a target etc etc
