Peanut Hamper genuinely reformed, AGIMUS only went back to evil planning for the sake of Peanut who he didn't yet know was over the whole evil thing, and most of the other computers seem to be making breakthroughs themselves. I know in real life this doesn't work for like, dictator level villains, but in general, treating criminals like they're actual people who need a lot of work to rejoin society yields much better results than the "lock them up and throw away the key" strategy. Cruelty + no therapy + stigma = recidivism.
Wasn't there a small scene literally showing it in a small jail cell locked up next to many others that were locked up. There is no reason to believe it was a rehabilitation center and not just a prison.
