Iitg electrical > bits cse If getting a good job is your end gole. Iitg ece will give you access to some high paying hfts companies that won't be available in bits. For startup go for Bombay, Delhi any branch.

The chance of changing your branch to CSE does not depend on your current branch. It depends on what is your CPI in first year. All branches will have common course in first year so it is not the thing that you can get more CPI being in Mechanical or being in BioTech. People study Biotech but get CSE jobs that's why it is not very popular branch.
