For a Roadhog rework I would:
(1) Change primary fire to be more effective at mid-long range and less effective close range.
(2) Reduce power in a couple parts of his kit in order to make TaB push out an AOE inhalant cloud while he uses TaB (high uptime, low sustain AOE). So tapping breather would just leave a small AOE cloud, and holding in down would keep expanding it so more teammates can use it. Because Roadhog would be able to do this, he would be able to walk forward while using breather to create a trail of inhalant to Tank damage for his allies, or stand relatively still to have it expand into more of a circle to be used more defensively.
(3) Whole Hog should be rebalanced to be less effective at shredding Tanks close range. It would do less knockback.

I feel like hog has a more niche spot as a tank, which i think is a healthy thing. He is Unique in his abilities, and just being present he takes space. I play tank myself and understand the frustrating with the role at the moment, but every tank has their weakness and strengt. Hog automatically creates space just with the reach that his hook provides. His presence alone can be a menace- Ofc counterable... but do we really want a tank that cant be countered? A good hog will always land that hook, and is in my opinion terrifying and just the right amount of utility that he needs. Some tanks dont have a CC like his, which is incredible as its both strong in offence and defence - Not to mention that it cancels most engages and ultimates.
Im not the biggest hog lover or hater, but i dont feel like hes down the gutter. There will always be meta tanks, and we all get our chances to have our tank mains be the meta. I can voucher with over 2 k hours on dva (and still enjoying her) there is a way to play differently, to counter certain heroes or playstyles, and Im excited for the challenges that comes with a difficult matchup.
