So, this one's an interesting one, as despite being in the Ruina album, this song actually has nothing to do with the game. The song is written for Yun Dong-Ju, a poet who was caught up in the Japanese Occupation of Korea, which despite not being talked about much, is honestly one of the worst things from that period.
The song was written by Project Moon and Mili as a love letter, from Japanese and Korean Artists, to this man, long passed he may be. An optimistic song that tells the story of the abrupt, violent, and controlling invasion and occupation, followed by the eventual freedom of the nation, and ending on the future, where a "Former Thought Police" is singing a poem written by Yun-- that despite the differences and bad blood between the nations, there are still those who look past such prejudices.
It's a dark song that tells a sad story, but has an optimistic outlook on the future.

Very interesting, because I thought it was Cassie referencing Residential Schools in Canada because she’s Canadian Chinese. But thinking on it, this song can really apply to a lot of things which is beautiful but tragic.

The game itself has other things in tribute to Yun Dong-Ju, like the subtitle referencing his collection of poems (Sky, Wind, Star and Poetry) like how this song's title does.
I'm unfortunately not familiar enough with his work to point at other things, but that's a very visible one.

This song is a bonus track for the Library of Ruina album which doesn't actually appear anywhere inside the game but are still incredibly important to Library of Ruina itself.
The title for the song was a reference to Yoon Dong-joo, a Korean poet's poem "Sky, Wind, Star and Poetry" which is also referenced in the game's title when you open the game up as "Book, Librarian, Stars and City". Every time you progress through a new chapter in the game, a part of his poem would be cited. The song itself doesn't directly corelate to any one specific event itself from Library of Ruina but rather a tribute song to someone the game heavily reference. Though even so it's still one of my favorite song from the album for many reason

This was the first Mili song that i cried at. At first, i didn't know what was happening (typical Mili) but after doing my research and looking up who the song was based on. I paid attention to the lyrics and it just...got me. Now every time i listen to it, i can't help but tear up, such an amazing but depressing song.

It *is* noteworthy that this song was not actually in the game itself - unlike the other songs - it was more or less a "bonus song" they had in the album with the Ruina songs.
It also is very likely a direct reference to a specific Korean poet - whose name ive sadly forgotten - who suffered much the same fate under Japanese Occupation.

As a Korean who loves both Mili and Dongju Yun, a Korean poet that Mili paid tribute to with this song, I really enjoyed ur video too:)
Before i go, let me drop a poem that Yun wrote, called 서시(Seosi)!
    -----
    Wishing not to have
so much as a speck of shame
toward heaven until the day I die,
I suffered, even when the wind stirred the leaves.
With my heart singing to the stars,
I shall love all things that are dying.
And I must walk the road
that has been given to me.
    Tonight, again, the stars are
    brushed by the wind.

While this song is more of a direct reference to poems written by a Korean poet who lived through some horrible things. And I believe there is some lines that are direct references to the poems "and the earth went round and round, the stars never looked so kind, the wind so fragrant" I believe is one of those lines. And while Salt Pepper and the thought police isn't actually in the game. It could be in my opinion linked to I believe Angela.
My reasoning for this is because a line that's present earlier in the song. "you violated act 617; illegal thoughts you're under arrest.
-but we all know you shouldn't have been born the way you were."
Historically 617, while completely random, is a very important number in Milis songs. Being present in other tracks like Ga1ahad and Scientific witchery. As well as summoning 101. Resurrection, summoning, and otherwise creating artificial life. Is a huge taboo in the mili universe and it's often believed that the book of 617 pages, scientific witchery. Is the key to creating such life. In RTRT we see a woman who harbors a redead being: a Jiang shi who is later destroyed for being illegal. So. I the context of Library of Ruina. It's highly likely that the metaphor refers to Angela who. Wants to enjoy the simple life of a person, and who was created as a self learning sentient AI from the brainwaves of a really smart scientist. Which is highly illegal in the City.

MAJOR spoilers for the true ending of Library of Ruina and its post-credits scene.
Sorry, this is a complete rewrite of a previous comment cause I felt I didn't get my point across. Yes, what all the other comments are saying is true- this song is about Korean poet Yun Dong-Ju, who is heavily referenced in Library of Ruina. However, what is not true is that this song does not reflect the events of the game. The lyrics of this song, while about Yun Dong-Ju, are also directly about the final scene of the game. The Head wants to kill Angela because she is a robot. The Head is the thought police- they run the city the game takes place in, and it's a law that an AI should not exist. So, the lines about illegal thoughts and how the singer shouldn't have been born the way they were is because Angela being able to think, existing in the first place, is against what The Head wants. In the end, after The Head is successfully fended off during the final scene, they have to settle upon sending Angela's library to a place outside of the city so her existence cannot affect them. Angela decides to write a book with the other main character- the line of having the urge to write a book references this. There is also a former member of The Head that is on Angela's side- that's the former thought police that's mentioned.
