In GTA IV, the you cannot die from falling into water, even at max height. (Im not sure about the DLC's, but I would assume the same) In GTA V, you normally die from hitting water at a high rate of speed. However, if you activate a parachute, then cut your chute, you will survive the impact with the water, even if you cut your chute at max height.

Sometimes in gta 4 you can die on water on impact but it happens randomly
