You don't need to duplicate it 3 times and add that you can just duplicate it once and add the VR Chromatic Aberrations :D it saves a lot of time

That effect wouldn't have given the same look. Displacing the different color channels differently gives us a pseudo 3D aberration, whereas just using the effect would just move all the channels equally and look more flat. Also the VR effects just simply don't work on some computers.

Whenever I put the displacement map on my background and link it to my actor's layer, it adds a distortion to the entire background and not just the actor. Do you know why this might be happening? I'm using a green screened actor, but I even tried roto like in the tutorial. Same outcome both times.
Try precomping your actor's layer with all attributes, and selecting that precomp for the distortion layer
