If you take a computer type "muffin" fan and set it up to blow on you, it's not noisy but it will make a real difference sleeping when it's hot (assuming you have no AC) I learned this in Hawaii where I grew up and was a young adult, it's a handy trick.
You should feel right at home because New Orleans is just as Dangerous as Chicago unless you are Rich enough to stay away from most areas and live in a high end gated Community with a real guard
