Local governments generating their own revenue will also aid independent candidacy
Let federal Government collaborate with Local government in area of Agriculture and security. I think federal government should focus more on local government in fighting poverty, insecurity (local policing) and not state policing etc. It is with this that people in the grass root can benefit from dividends of democracy. Take away too much power from state governments and hand them to local governments.
