What about a dust cover for the signal bulb? The headlight had one. My headlights have dust covers but I just changed my signal bulb today and there was no dust cover for protection. Is that unusual?

Why do you have to unplug the power to it first? For example the back blinkers you just pull out and throw new bulbs in.
Mine were not burnt out but the metal bands that touch the bulb side and base needed a gentle tug outward with a flat head screw driver. This would have saved me $4 but, I saw the old bulb paint was flacked off a lot so, after that, I replaced them. Kept the old bulbs as back ups.
Also, some bulbs are like shown but the holder has a flat handle you twist. Be sure to note its position vertical or horizontal before removal and note left and right side. All these matter for putting it back.
This is a big help. My truck is old, and the front light specifically is stuck on, so I am planning on unplugging it to not kill the battery till I can figure out what caused it
If it's a running light you probably have to turn off the lights with the knob on the dash

Does anyone know why a signal light would burn out fairly regularly causing some melting of the plastic where it is inserted. Maybe an issue with the receptacle?
Check to see if the socket has any corrosion. If it does, with the lights off, scratch the surface of the metal contacts until there's some shine where the bulb contacts touch. A bit of dielectric grease on the contacts, or petroleum jelly in a pinch, can stop further corrosion. The corrosion adds resistance, and the resistance creates heat and voltage loss, melting the bulb housing and shortening the life of the bulb. If everything looks ok, or this doesn't solve your problem, you may wish to have a friend with electrical experience or a mechanic to look it over for you.

I bought the size my manual says my car uses and it still doesn’t fit. It’s not even the right plug
Cause the previous owner might have changed the plug and bulb completely it does not depend on the car sometimes the plug harness and the bulb is changed

I changed both bowls on the right side and checked the fuses and they still don’t work

No it will not, power only goes to the globe when it is on (i.e. when the turn signal is blinking). If you are still sceptical, you can always remove the negative terminal of the battery while doing this job, it will cut all power to the vehicle.
