I'm not sure it's a conspiracy, rather than incompetency. The explanation given for the missing tracks is all the tracks had to be updated to be compatible with the new tire model. If that's true I can understand, however it doesn't show where 8 years of progress has gone.
I think there was some serious missallocation of resources over at Turn10, and it's sad to see the game be released in this state. The lack of tracks really shows, especially since the weekly rotations of lobbies limit the tracks you see further, meaning you'll only see the same 10 configurations for some god awful reason
