you fixed my problem in 30 seconds and i had thr opposite problem-- i couldnt get hose back in. it turns out the handle faces away from vacuum operator and i was doing it backwards
What? Did you watch the vid? This is showing you how to get the wand unstuck. If yours is stuck, then you probably have the same thing going on that shows you how to fit it. That hose needs to be completely unwound before it will come out of the vacuum.
Also, when I say pull it all the way up, I am talking about the end of the wand that comes up as far as it can. It won't come out all the way because....it's stuck. Maybe that is what you are confused about.

My hose was not the problem. I figured it out. When you take entire wand off, spray WD40 at the spring clips inside the wand, fixes it right away!

How do you switch suction from wand to vacuum base? For some reason when I insert wand the suction won’t transfer to base so I can vacuum regularly
