Every city has other government apartments for students you have to search online like tampere has TOAS & POAS Apartments or initially you can book AirBnb or booking.com for some days and then you can visit the office here and get the student accommodation

It depends what kind of apartment you select if u got toas apartment that’s cheaper than other average for single person 200 -300 and for family 400 -1500
