It seems that in many many regions the number of FPNs for pavement is very low eg in Lincolnshire in 2022 it wa 2. And I am guessing that actually happened in pedestrianised zones rather than normal pavement. Cos in Humberside no FOI stats are available, but newspapers do refer to a handful of FPNs in Grimsby pedestrian zone. My daughter got hit my a cyclist riding on the foot path. If i see people riding on tge foot path i always ask them to either get off the bike or ride on the road.
How is this poor cycling justified??? Through a red light cross-junction at 0:11 followed by riding along a pavement being used by pedestrians at 0:24. What are you trying to prove???
