The I, S and Z pieces are 4-state in SRS-X, not 2-state (like they would be in ARS, VRS, Atari, etc), which means 180-ing them does put them into a different state, and more importantly allows them to kick into walls, which is what allows these warps to work. The spins actually can be useful for cleaning up messy garbage or misdrops, especially in patterns like the S-warps at 0:32

You if you press the rotate clockwise button, you will spin it once and skip no tests, but if you press the rotate 180 degrees button, you will skip 1 test and spin the tetromino in the opposite direction. For example, in the second I tetromino situation, the player rotates the I tetromino 180 degrees, causing it to past the other wall. This works because -the SRS is fucking garbage- the next rotation test in the queue is completely skipped and tries to perform the next test after it, in which the I tetromino’s position in that test is 1 block away from that original space. As you see, the skipped test isn’t even remotely involved in the process. It is because it’s not taken like if the rotation button twice, but instead literally skips to the next step. This is what leads to this. This mechanic can easily be abused.

From the left rotation, rotating left again places it in the downwards-facing rotation, which is 1-cell below the upwards facing rotation. This logically implies that rotating 180 degrees from up to down has the effect of nudging the piece 1 cell down (and rotating again nudges it 1 cell up). As the piece is grounded, the 1 cell down nudge would place it in a wall meaning the piece kick logic will fire, and for SRS, the downwards offset is tested before the upwards one, meaning the piece kicks down into the gap below the floor.
