There’s more to Struggle then brought up here. In AC Nexus, Struggle is actually a lot more sympathetic. Not only do they hire you to destroy a Raven targeting Isaac city, but when the Human Plus escapee is revealed to be one of their own, they hire you to save him, even while betraying Murakumo which financially backs them. Struggle seemed like a group of freedom fighters that needed Murakumo to survive, Imminent Storm seem like corporate pawns.
Remember this game as a kid and being very difficult to beat entirely so it's cool to know what the story is and cooler to see others remember this series. Was a pretty fun game overall.
