Amit Shah’s promise to lift AFSPA from Kashmir a game-changer in India’s counter-insurgency doctrine

For decades, political leaders in India’s insurgency-hit states have demanded an end to the Arms Forces Special Powers Act - while the Army has doggedly resisted. Now, following the lifting of the Act in large parts of the Northeast, the government says it plans to do the same in Kashmir. This could prove a game-changer in the way India deals with insurgencies.

I don't know how local Kashmiris see it, but it's a huge, historic step. A lot of Kashmiris and North east Indians hated this law. But it saved the Armed forces that fought the separatist exremists. In a relatively peaceful environment it's the right thing to be removed

  • @ramachandrankannan274

A few comments that are often ignored, especially by Delhi based journalists, like Swamy. 1. Comparing North East with Kashmir is wrong. Kashmir is close to Delhi and every minor incident is blown out of all proportion. North East is far away and the security forces have been ruthless there, compared to their kid's gloves approach in Kashmir. So let us not mix them both them. 2. Kashmiri politicians have always tried to exploit Delhi as well as the local population. Sheikh Abdullah went back on his Agreements with Nehru and wanted to secede from India. Muftis Saeed and Mehbooba both represent the Pakistani interest as did Geelani etc. So one reason for the problem re the Kashmiri politicians and their divided loyalty. 3. One needs to take reports of groups like Amnesty, especially in the nineties, with mega doses of salt. In the nineties, the official position ( as stated by Robin Raphael , the well known ISI agent, who acted as US Asst Secy for South Asia) was that India should get out of Kashmir and Amnesty was often funded ( even if the money trail is difficult to establish) to make such claims. it is important to note that groups like Amnesty make reports to suit their governments in US and Western Europe.

India has to come to terms with the Islamic character of Kashmir and must abide by its own principles of a secular state. Otherwise Pakistan will always have an opening to cause insurgency in Kashmir. The only reason there is peace in Kashmir rightn now in because of the political turmoil in Pakistan caused by Bajwa's misadventures. Once that dust settles, Pakistan will once again turn its sights to Kashmir. India must prevent it from becoming its Afghanistan.

The travesty for Indian secularism is that it recognized rights at the group level, instead of recognizing rights at individual level. A secular state does not differentiate citizens by their religious affiliation, therefore the religious composition of a province doesn't accord it a different status. People need to think carefully whether they truly wish to live in a secular state.

Civilian engagement, political outreach and economic growth is the way forward for Kashmir. Indian armed forces are already stretched along the borders with belligerent China and an ever increasing threat from Islamabad not to forget the small pockets of Maoist influence left. Not to mention they have done their duties well by controlling the law and order which had seemed to have gone for a toss in the early 1990s. New Delhi is taking a bold step and it shows their confidence that kashmir has changed. Srinagar has moved from separatism and violence to development and political stability. The AFSPA is there to protect morale, confidence and prevent soldiers from judicial pressures which might have halted them from carrying out their duties fearlessly. The political climate has also seen a churn where the mainstream parties in Kashmir want statehood and socio-economic growth a nice break from the shrill Islamist, nationalistic and sometimes separatist rhetoric.
