Road expansion is long overdue. The idea of higher duty is such a lazy approach to managing congestion, as if the current duty system isn't deterring enough. We need more parking lots and shuttle services strategically placed at ingress/egress points. Maybe even an odd/even parking-day system. Lastly, the culture of parking lawlessly in the city has to stop.
