- Cpl. T. Elkins (L-19) attempts to stop a reckless driver on I-49 near Winslow in Washington County. The driver leads L-19 on a 67-mile southerly chase, ending west of Spiro on US-59 in Le Flore County, Oklahoma. [H-8]/H-13 & H-10/[H-20] also assisted, as well as the Crawford County Sheriff's Office, Sebastian County Sheriff's Office, Spiro Police Department, and the Le Flore County Sheriff's Office. A tree was unfortunately harmed in this pursuit.

L-19's Incident Report:
"Initially I observed the suspect vehicle get on southbound next to me from the 53 on ramp of I-49. The vehicle followed behind
me for a while and then just before the Winslow exit the vehicle sped up and passed me on the left side at a high rate of speed.
I activated my front antenna and he climbed to speeds of 103 mph. This driving behavior caught me off guard initially because
the vehicle had been following me and staying with me for the past seven miles. Unsure if it was a medical episode or what the
case maybe I followed the vehicle for a bit and then approaching the 44-mile marker I activated my siren. The vehicle began to
veer over the fog line, and I called pursuit shortly after and the vehicle still accelerated away. As we were in the Bobby Hopper
Tunnel the driver held his middle finger out the window. Shortly after entering Crawford County, I attempted to make contact to
PIT several times but was unsuccessful. The vehicle then entered the median and lost control and veered across both lanes of
traffic leaving the roadway again to the right and crashed at the Chester exit. The vehicle tried to get back to the roadway and
got back on southbound dragging a large tree.
The tree now attached to the suspect vehicle was sticking out from the rear of the vehicle and off the passenger side. This took
away two out of three points of contact for a Tactical Vehicle Intervention (TVI). I tried to slide in next to the suspect vehicle a
few times to get contact with the driver side but struggled to match speeds. Just prior to the Rudy exit I moved in to attempt a
PIT on the driver side of the suspect vehicle, but the driver locked up the brakes and prevented me from performing the
maneuver. I attempted to let the vehicle around me as he attempted to flee but he seemed to attempt to drive towards me.
Once he passed other units began joining the pursuit near Rudy. Trp. Tim Robinson and his FTO, Cpl. Josh Porter joined the
pursuit as we were getting on Interstate 40. There was an attempt to throw spikes near the scales and they were unsuccessful.
The driver continuously swerved and appeared to be intoxicated throughout the pursuit. Just prior to the spikes strip he nearly
rear ended another vehicle and swerved near the last second onto the shoulder to pass that vehicle on the right before veering
back to the left.
The driver observed an officer on the on-ramp staging and decided abruptly to then go south on Interstate 540. Cpl. Cort
Williams became primary in the pursuit after we passed Troop H Headquarters in Fort Smith. He attempted to make a move to
perform a TVI but the driver kept protecting the driver side from being contacted since the tree was being drug 8-10 feet behind
the vehicle and extended 6 feet off the passenger side.
We proceeded into Oklahoma and the driver continued at speeds over 100 mph. The driver slammed on the brakes attempting
to avoid a PIT with no regard for the officers chasing him at high speeds who had to swerve to avoid collisions. cause law
enforcement to crash several times during the pursuit. Vehicle was attempted to by spiked several times. There was an officer
in Spiro, Oklahoma who successfully spiked the vehicle and the vehicle came to a stop shortly after.
I moved my vehicle into position to pin the door and prevent the driver from fleeing on foot. The driver rolled down the window
and failed to comply with instructions and instead exited his vehicle yelling “FUCK YOU!!!” and giving officers the middle finger.
The driver crawled on to my vehicles hood while looking at me and appeared to be crawling towards me while still shouting at
me. I asked if the other officer had lethal cover while I holstered and transitioned to taser. Given his hostile and aggressive
nature while coming towards me he was tased. There was not a good connection as the lower probe got caught up in his shirt.
I fired again when I could but still there was not a good connection, but the suspect had been tangled in the wires. While be
tased he kept screaming “IS THAT ALL YOU GOT!” over and over. Given the taser was not effective I holstered the taser and
prepared to go hands on with the male. As he jumped off my hood he looked at me and said “OH, YOU’VE FUCKED UP!!!”
Due to his drunken state, he landed on his feet but failed to keep his balance and fell to his backside. Given the suspect was
on the grown this was the best opportunity to attempt to get him in custody given his aggressive behavior. I tackled the
individual turning him over as I forced him back to the ground, while he was attempting to sit up. I used my weight to pin him to
the ground and laid on top of him. I used my left arm to keep his shoulders down and used my right arm to grab his right wrist. I
handed his wrist back to Trooper Robinson who eventually got the handcuff on. Once we got that cuff on, I transitioned my
weight and body position to take control of his left wrist and placed it behind his back. Once we got both hands restrained, I
checked the subject for weapons, and he did not have any. We then picked him up and placed him against the car and double
locked the handcuffs. He had an extremely strong odor of intoxicants omitting from his persons.
We took the driver back to my backseat and placed him in the car. He was back there for a short time before he started
banging his head against my window. I opened the door and told him to stop, and he said he wouldn’t. I told him again he’s
not going to act like that, and he leaned towards me and screamed “FUCK YOU!” I could feel his saliva hitting my face and I
pushed him back in the vehicle away from me. He continued his antics, and he was removed from the vehicle and taken to the
ground where he was placed in leg shackles, which were then attached to his handcuffs. He was left in that position until he
could comply or follow instructions. He went on for quite a while calling officers names, racial slurs, and being belligerent
before calming down. Inventory showed that he had marijuana, a grinder used for marijuana, and a cold Milwaukee’s best beer
in his vehicle.
Officer Robinson with the Spiro Police Department (Oklahoma) transported the driver, Mr. McCool to the Leflore County Jail in
Poteau, Oklahoma. Upon arrival at the jail and in booking, Mr. McCool continued to be belligerent and rude. When the jail staff
asked him their initial intake questions, they asked Mr. McCool if he was drunk and he responded, “Fuck Yeah I’m Drunk!” I
asked them if they could take pictures of his injuries and taser punctures. I went outside to complete my paperwork and
contact the Washington County Jail. I spoke with Sgt. Morgan via the phone who emailed me a hold form for Mr. McCool. I
completed the Probable Cause form and supplied it to Washington County and LeFlore County. When I returned the jailers
informed me, they had to fight Mr. McCool again and he was still aggressive and uncooperative. I gave them all the
documentation and cleared."

Trooper R had every right to beat that asswipe senseless but showed extreme restraint in a tense situation. He was confident in his abilities to restrain without all the paperwork. Amazing
These guys are the best at not letting these criminal draw them into their stupid mentality. It must be the hardest thing to deal with an idiot like this and keep your composure and control your emotions. Personally I couldn't do that. But I'm glad that there are people that can.

I though GSP and FHP were ruthless. ASP will pit you in the tree line on a 2 lane road at 110+, and most of the time it’s fatal.

❤❤❤ Troopers, once he modified his truck with the tree limb addition, the TVI was mandatory, because every vehicle he passes becomes a potential impaled vehicle. The double walls and the tunnels we're the ONLY option for a spike strip. This went too long!

Adrenaline runs high in a situation like this. Those officers had to pounce on him quick. I love our Arkansas State Police all police officers. They have one of the most dangerous jobs there is. This guy was obviously a threat to public safety. He didn't give a rat's ass about anybody but his self. He needs to do some serious time in the State penitentiary.

The only highway tunnel in this area is on I49 in Arkansas, the Bobby Hopper Tunnel? And third, I had a drunk pull in my yard and before the county could haul him off he was hog tied. Fourth, as a layman, I would has shot him when he came out of the his truck with his mouth garbage not knowing what else he had. Welcome new guys, I am damn glad I live in Arkansas instead of some wimpy state.
