L-31's incident report:
"On June 18, 2024, at approximately 11:43 PM, I (Trooper James Jones #498) was traveling southbound on I-49, approaching
exit 85, traveling behind a gray street bike. The motorcycle abruptly took exit 85 off I-49 (Walton Blvd). I observed the operator
of the bike not using a turn signal (unsafe lane change) and not displaying a license plate.
Upon exiting the interstate, I initiated my emergency lights and siren to signal for the rider to stop. The rider signaled several
times with his hand that he was going to pull into a parking lot. The rider then accelerated and began fleeing westbound on
Walton Blvd. The rider continued looking back and accelerating reaching speeds in excess of 70 mph. At this time, I advised
dispatch that I would be in pursuit.
The motorcycle continued westbound until it turned left (westbound) onto SW Regional Airport Blvd. The rider then turned onto
Shell Road, still traveling westbound. At Rainbow Farm Road, the motorcycle turned southbound onto Morning Star Road
where it turned southbound again.
Troopers Marshall Hill, Billy Martin, and Richard Surrette assisted in the pursuit and attempted to stop the motorcycle. While
southbound on Morning star Road, my vehicle began making a rattling noise under the front-end. The motorcycle then turned
eastbound onto Phillips Cemetery Road until it turned northbound onto Roberts Road. The motorcycle then began traveling
back eastbound on Pace Lane. The motorcycle continued eastbound on Pace Lane until it approached Highway 112 (North
Main Street) where it turned northbound. The motorcycle travelled northbound until it reached West Pleasant Grove Road
where it turned eastbound. Trooper Martin then took lead in the pursuit, and I assumed the secondary position.
While attempting to stop the motorcycle, the roadway (Pleasant Grove Road) split with a center median divider. The motorcycle
then turned into the oncoming westbound traffic lane heading the wrong direction to avoid being stopped. The motorcycle then
turned around and headed back westbound on Pleasant Grove Road towards Hwy 112.
At State Highway 112, the motorcycle turned southbound and Troopers Billy Martin and Richard Surrette moved into position
to slow the motorcycle. The motorcycle went off the roadway on the left and attempted to drive through the tall grass before the
rider laid the motorcycle down and attempted to flee on foot. A foot pursuit ensued before the subject was apprehended and
taken into custody.
The rider was identified as Bret Alan Bowerman (DOB 07/11/1986). Bowerman was read the Miranda Warning on scene and
searched. A small clear plastic bag containing suspected methamphetamine was located in his right front pants pocket.
A check was conducted on the VIN on the motorcycle, and it was confirmed to be stolen out of the Rogers Police Department.
C&R Towing responded and towed the motorcycle.
Bowerman was transported to Benton County Detention Center. Bowerman was asked post-Miranda why he ran, and he stated
that he was “way to high”. I asked him what type of narcotic he was using, and he stated "weed." Further, Bowerman stated
that the drug "messes him up bad where he doesn’t know what’s going on."
While speaking with Bowerman I observed signs that he was intoxicated. Bowerman had red and bloodshot eyes, poor
coordination, and his speech was slurred and he was unable to complete a full sentence. Bowerman was asked if he should
have been operating the motorcycle under his condition and he stated, "no." Bowerman was read the DWI statement of rights
form and advised he would consent to any test given. Bowerman was given an opportunity to give a urine specimen sample
while at the jail and he was unable to urinate after several attempts. Due to Bowerman’s statements and circumstances, he was
charged with DWI- Drugs. I asked him about the motorcycle, and he stated that he received it from his buddy but would
not provide the friend's name.
Bowerman was booked and charged with Fleeing in a Vehicle, Fleeing on Foot, Reckless Driving, Driving on a Suspended
License, No Vehicle License, Improper Lane Change, Theft by Receiving, Possession of a Controlled Substance, No liability
Insurance, Driving Wrong Way on Road, DWI-Drugs, and Refusal to Submit to Chemical Test.
I contacted the Benton County Prosecutor's Office and obtained a preliminary bond of $30,000.|
Arkansas State Police had their annual banquet on Thursday, June 27, 2024.
The Trooper of the Year award for 2023 went to Trooper Austin Duncan.
"Trooper Duncan was honored for his bravery and quick thinking in stopping a suspect vehicle traveling in the wrong direction on Interstate 630 in Little Rock in September of 2023. He placed his patrol unit in the vehicle’s path, preventing a head-on collision with another motorist at high speed. The suspect vehicle’s driver swerved to avoid Trooper Duncan’s patrol unit, and Trooper Duncan turned his patrol unit again into the path of the suspect vehicle, causing a head-on collision with the suspect vehicle. His actions exemplify the mission of the Arkansas State Police."

I am rolling watching this pursuit. It reminds me of when I drove for Uber before the pan demic I had picked up 2 guys from the Walmart Home office at around 5pm so traffic was horrible and their flight left less than an hour. I took back roads until we got in regional then it became bumper to bumper because just past the curve that the motorcycle turned right on is 2 lane with no turning lane so if someone is turning left it backs up the road. I asked the guys if they trusted me and they said yes so I took that same way the motorcycle did but made more right turns and when we hit the dirt road the look on their faces was so funny! All I could say was I will get you there on time and I am not taking you to a secluded place to ill you, they laughed! We made it with 20 minutes to spare our airport is small so i know they made their flight and i got a $100 tip.

A bit of everything on this one!! Surrette arrested one with Tourette's. Billy 'Don't Call Me a Yankee' Martin was assisting. James 'Kool-Aid' Jones damaged something on his car. An unnamed Trooper was spotted driving a stolen motorcycle. The chick with no license and warrants booked herself into the county jail and had already released herself on her own recognizance by the time Surrette arrived with his prisoner. Whew!!!

cops beef a lot behind the scenes 😂 Ive seen videos where they get to cursing out their dispatch too or damn near getting into fistfights with other police depts over who has jurisdiction in certain places. When I lived in oklahoma, I had a police scanner and would hear them getting heated with the dispatch if they were rude or incompetent. The city had a lot of crime and not enough officers to begin with and then they had to make due with some pretty bad dispatching so I can see how theyd be pissed.
I think they ran over a skunk...sounded like officer said something about a skunk the other guy said that's nasty.
