K-21's Incident Report:
"On 7/8/2023 at approximately 7:55 am, I was advised by Pike County Sheriff's Office that Deputy Obie Laurent was in pursuit of
a black colored Dodge Challenger bearing AR (ANA75S). The suspect vehicle was northbound on State Highway 27 going
towards Kirby. Deputy Laurent advised of speeds of excess of 100 mph during the pursuit. I caught up to Deputy Laurent and
Glenwood Police Officer Stacy Watson on US Highway 70 E at the Caddo River bridge. I joined the pursuit as the suspect
vehicle turned left onto Elm Street. I was advised by Pike County Dispatch per Pike County Chief Deputy Wayne Epperly for
me to take primary of the pursuit as they had requested my assistance. The suspect continued onto E Broadway from Elm
Street and then made a left turn onto N 3rd Street. The suspect accelerated to approximately 20 mph over the posted speed
limit on Lake Shore Street, to which I was able to perform a tactical vehicle intervention (TVI) on the driver side rear of the
vehicle. The suspect vehicle drove onto a curve and stopped as a result of the TVI. Myself, Deputy Laurent, and Officer Watson
assisted the suspect out of the vehicle and to the ground where he was placed into custody. The suspect was identified as
Daniel Cruz (DOB: 12/20/2005), . Cruz stated "I could have had y'all." I placed
Cruz in the back of my patrol unit and advised him of his Miranda Rights. When asked if Cruz understood the rights that I had
read him, he advised yes. I notified Troop K Dispatch to send the next on rotation wrecker service to recover the vehicle from
the scene. Troop K Dispatch confirmed that the vehicle was reported stolen out of Montgomery County. I then transported Cruz
to the Pike County Sheriff's Office for booking. I observed that Cruz was perspiring and had dilated pupils. I asked Cruz if he
had taken anything or any intoxicants, to which he advised that he has taken methamphetamine. I asked Cruz when he last had
taken methamphetamine, to which he advised around 11 pm last night. Upon arriving at the Pike County Sheriff's Office, I
administered a field sobriety test. Cruz displayed four clues on HGN, three clues on WAT, and two clues on OLS. I then
administered the modified Romberg test, to which Cruz stopped at the six second mark. I read Cruz his statement of rights and
when asked if understood the rights that I read him he advised/initialed yes. I requested a urine sample from Cruz, to which he
initially advised/initialed yes, but then later changed his answer to no and refused the chemical test. Due to Cruz being a minor,
he was transported to a juvenile detention facility in Yell County."
There is no way I would driven 27 from Murfreesboro to Glenwood at those speeds. JUST WOW, they are good. The sheriff's office is in Murfreesboro, the County seat of Pike County. Hwy. 26 to Delight and 27 to Kirby and Glenwood are crooked as a snake with hills and Tower Mountain. There have been many wrecks on both of those highways.

A nice ride with Trooper Smedley through Hot Springs this afternoon. The bad guy thought the Trooper would think what he did was cool but instead he has a lot of charges. Thank you Trooper Smedley for a job well done.

If I lived in Arkansas I'd keep a window down at least an inch no matter how hot and heard a police siren however remote, I'd pull over asap and refuse to move until I no longer heard a siren.
I don't live there, but my daughters do. I might move there someday, and I'm with you. I'll be cracking that window too.
I DO live in Arkansas, very close to Troop K. You don't need to crack your window, you can hear the siren and have plenty of time to clear the road for what is to come. I have met a number of Troop K Officers and ALL of them are Great Men. Well Trained and Proud of their Service.

@@inverted311 Saved me a bit of typing. And I'll add modern cars are designed to minimize outside noise. A high end luxury car is like a rolling sound proof room.
Most people acttively watch in front not behind. It could be 10-30 seconds before people see a cop car approaching at at 140 mph, they literally might have 2-3 seconds to decide what is safe.

Frankly I thought it was crazy that he reached speeds of at least ~145mph & had a few "near misses" with the slower traffic on the roads, just so he could catch up to a pursuit that was ranging between just 20-40mph speeds when he caught up and ended it... I mean how could those SUV Cops not PIT a Challenger doing ~39mph...

I think the highlights of these is some of the beautiful backcountry that we get to see before the real action. it's like the intro to a movie, sets the scene, gorgeous countryside, idyllic peaceful little towns, and then *BAM*, some whackjob disrupting the peace, and law enforcement springing in to action to bring it all to a close. Very satisfying.
In defense of the folks that don't get out of the way: the civilian is driving 60-70 MPH. The Trooper is driving twice that. All they see is a spec in the rear view mirror that is on top of them in seconds. They'd have to react in a split second.

Sure, that'll learn 'em. Except maybe a couple of things. One, you've just guaranteed they'll never have a chance to rehabilitate, you've turned them into a cripple as well as a felon.. so no jobs ever, and encouraging them back into crime as a resort to get by, even if they wanted to go clean.
And two, what if you convicted the wrong person? Happens quite often, you've just permanently disabled an innocent person... congrats.
Three, there was still just as much crime, theft, murder with those punishments as there is now, per population, it really didn't solve anything.
I don't know what the answer is, but making society as bad (or worse) than the criminal class isn't advancing, it's just turning us all into animals.

I mean this Officer traveled across "half the county" at 140+mph to join and end a chase moving at between 20-40mph.😄That was probably the most absurd thing to me but it is what it is... As for using harsh language, I don't hold it against Officers one bit for the consistent nonsense they face in high-stress situations with a bunch of idiots. Avg drivers says far worse when someone cuts them off in traffic. I find it's more routine than not for people to let some profanity slip out... This Trooper can drive. To be ASP and have the responsibility and opportunity to take over pursuits and end them quickly must give you solid rock hard balls! Had to pause to write this comment. This trooper was probably averaging close to 120mph. That's 2 miles every minute. He finally caught up after 13 minutes. So he traveled 26 miles at a high rate of speed to catch up. You're telling me that there wasn't someone closer? 😮
Someone as in who could TVI and end the pursuit? Likely not. Sure, plenty of city and county units could continue to follow the driver (as they did). Only ASP and a select few local agencies perform the TVI. Also this is a rural county. It is entirely possible.

Well, all I'm gonna say is if everybody from my state drove down to Arkansas, the ASP wouldn't even get up to highway speed after a traffic stop before they found somebody else to pull over. Out here 75 is slow. Our cops figured out that when they let everybody go fast, then nobody is really going fast anymore which reduces crashes and we're happy cause we get to drive fast, so it's a win-win.
I can't help but appreciate the driver's personal conviction of courtesy and adherence to traffic laws by the use of his turn signals. He should get an 'A' for effort from the judge for this. BTW, who is the owner of this vehicle, and what was going through their mind when they lent this heavy duty vehicle to a minor? Once bitten twice shy. Lesson learned.
Pro Tip: When you see 5 highway patrol cars with their sirens and lights blaring, pull over immediately to reduce a more dangerous and severe outcome.

For all you young people, I hope you understand that back in the old days when someone like this conducted themselves in this manner, they would get worked over really well so that they would feel the pain for a number of months. People like this, you cannot rationalize with. The only thing they can possibly understand or relate to, is physical pain that last for months, if not years. Only this type of memory affects people that behave like this.

What does it take to get on the list of approved vehicle tow companies for the ASP?
Also, Mr. Cruz can refuse the urine test but the ASP will get a warrant and do a blood draw instead. Cruz loses his license (if he indeed had one) for 180 days automatically and maybe more if this isn't his first offense. The car is impounded and the fees to get it released will be considerable. Was the vehicle currently registered? Did Mr. Cruz have insurance? Who knows?

Blocking the driver's door seems to add an unnecessary complication to getting them arrested promptly.
