This incident makes your head shake! In my younger years I was a volunteer rural firefighter and while heading to a house fire in my car to meet the truck and crew at the fire site, there was a guy in front of me who absolutely would not let me (or anyone else) pass him. He weaved from lane to lane to make it so, and kept slowing down again and again. He turned onto a long gravel road and by coincidence I turned there too; by then I was the only vehicle behind him. Still, he drove slowly and would not let me pass. He turned into the driveway of the burning house, as did I .. right behind him. Turned out that 'he' owned the burning house. Seems he had some notion of collecting insurance on it, but got jail time instead. Fortunately, nobody was injured.

The only confusing part is why the fire truck stopped for more than the half second took to realize that car was not going to back up. Wouldn't your average person have just pushed the car back with the truck and been on their way? Perhaps the fire crew is really just on the way to get lunch?
In most departments it is a big, BIG deal that you don’t ever strike a vehicle unless it’s absolutely unavoidable and it’s a matter of life safety. Just because the sirens are on doesn’t mean there’s a confirmed life-threatening emergency; lights and sirens are a matter of protocol, and protocols are determined by those in charge of your particular jurisdiction. Some departments will run lights me sirens to absolutely anything (which is stupid, IMO). You can get in a lot of trouble with the brass for it.
In this case I imagine they were on their way to something fire-related and after the few seconds they were trying to get the guy to move, the officer told the driver to just do what he needed to do. I’m given to understand the driver later went onto Reddit or something similar and asked about whether he could sue the department for damaging his truck.
