I grew up in a relatively rural area. It was not unusual to find a shotgun shell or a 22lr round in a box of hardware in somebody's garage or shed. Just mixed in with a drawer of screws or nails. Ammo is out on the shelves of hardware stores or gas stations. I understand why someone who grew up in a state or country where ammunition is restricted might think it's weird to miss a few rounds cleaning out a backpack. But it's not that unusual here.
